The COVID-19 Immunity Task Force, funded by the Government of Canada, brings together university, hospital and public health expertise to map the scope of coronavirus infection in Canada over a two year period. The COVID-19 Task Force aims to catalyze, support, and, where appropriate and feasible, harmonize the design and rapid implementation of population-based studies that will generate reliable first estimates of SARS-CoV-2 immunity, overall and in priority populations across Canada.
Reporting to the Associate Scientific Director, the Manager, Administration and Governance establish strategic action plans and priorities and provide high level administrative, management and strategic leadership in order to ensure the Secretariat is meeting its mandate and the expectations of the Task Force Leadership Group in the delivery of unit’s core responsibility, at the highest ethical, clinical and regulatory standards.
He/she provides guidance in the financial oversight of this project valued at $20,000,000 over two years, collaborates and work closely with the Scientific Director to bridge the gap between the administrative and scientific sides.
Specifically, this position oversees the administrative functions of the Secretariat with supervisory responsibility of the staff and ensures the coordination with the scientific core team of the Secretariat. He supports the Immunity Task Force Leadership Group with matters related to governance, strategy planning, logistics, financial and performance monitoring, and reporting. It is the primary liaison with the McGill University offices involved in research administration and oversight of the PHAC funding for the Secretariat, i.e. the Faculty of Medicine and Health Sciences and the Office of the Vice-Principal (Research and Innovation). The Manager, Administration and Governance also manages interactions between the COVID-19 Immunity Task Force with external entities such as partners, funders, and government entities on matters related to administration such as agreements, finance, and reporting.

Duties and Responsibilities:
- Provide high-level support and senior professional expertise to the Associate Scientific Director and the Executive Director with respect to matters related to the COVID-19 Immunity Task Force Secretariat’s governance, strategic planning, finance, reporting, performance monitoring and analysis.
- Continuously analyze staffing, financing, operations, policies, systems, and procedures to ensure efficient and effective departmental performance.
- Advise the Associate Scientific Director and the Executive Director in timely coordination of the Secretariat’s alignment with Partnering Organizations, the National Microbiology Laboratory, and other and Canadian initiatives related to the Immunity Task Force, such as the Biobanque Québécoise de la COVID-19 (BQC19).
- Provide senior professional expertise to the Immunity Task Force Leadership Group with matters related to governance and logistics such as Terms of References for all committees and working group involved with the Task Force, e.g. the Working Parties and the Indigenous Advisory Circle.
- Liaise with government entities on matters such as the agreement with PHAC, finance, and progress reporting. Provide information for reports to funding agencies and ensure that compliance conditions are met at all times.
- Analyze, develop and implement processes related to allocation of funding by the Secretariat via the Supplemental Studies envelope, to projects and initiatives. Collect information, monitor, forecast, and analyse the impact of the Task Force investments in research.
- Manage performance data (collect and analyze) as well as budgetary information from each site and integrate into activity reports for various stakeholders, internally and externally, i.e. the Task Force Leadership Group, Funders, and Partnering Organizations. Oversee tools for performance evaluation as per the PHAC and ensure effective data collection and reporting of research key performance indictors (KPI).
- Attend senior level meeting and represent the unit at internal and external meetings. Participate in meetings of the Task Force, such as the Leadership Group, Working Parties, and other committees related to planning, reporting, and performance data management;
- Manage a team in the administrative core (Finance, Reporting, and Administrative support) and be responsible for the Secretariat’s office space. Recruit, develop, and maintain the staff necessary to support Office activities. Identify training needs and develop training programs for the needs.
- Work collaboratively with the Senior Manager for Communications for the Secretariat.
- Liaise and collaborate with other projects related to COVID-19 research within McGill University and provide information to units that are involved in the Secretariat operations and oversight, i.e. the Faculty of Medicine and the Office of the Vice-Principal, Research and Innovation.
- Provide senior professional advice to the Associate Scientific Director and the Executive Director using research data, bibliometrics, and research funding statistics.
Education and Experience:
Five (5) years’ related experience
Other Qualifying Skills and Abilities:
Undergraduate degree. Master’s degree, in public policy studies, health policy or a related field, an asset. Minimum 7+ years experience in a senior managerial role, ideally in a Canadian university or funding agency. Familiarity with the Canadian and international research funding landscape and demonstrated experience in relation to support of academic researchers and academic units in pursuit of sponsored research opportunities. Excellent communication skills, written and verbal; strong proficiency in both English and French (written and oral). Ability to make presentations and develop/compose complex and sensitive documents targeted to multiple audiences. Demonstrated team building and leadership capacity to bring together diverse stakeholders and develop efficient teams, leveraging individual strengths, and overcoming differing points of view. Strong analytical skills – direct experience in analysis and development of large sets of data related to research output and impact, such as bibliometrics. Excellent leadership skills and ability to lead and coach staff as well as to collaborate with and advise senior academic and administrative staff. Must be able to meet tight deadlines and demonstrate a high level of leadership and professionalism in working with a team of people to achieve specific outcomes. A high level of responsiveness and effectiveness in providing outstanding customer support are expected. Strong ability to work collaboratively with colleagues and peers. Discretion, integrity and tact. Proficiency with Microsoft Office is required. Experience with Tableau and bibliometrics software tools such as SciVal is preferred. Proficiency with Banner and InfoEd – strongly preferred.
